SoSECE is the System of System Engineering Center of Excellence.
A complex purposeful whole that:
- Is composed of complex, independent, self-organizing component parts whose high levels of interoperability enable them to be composed into different configurations and even different SoS. •
- Is characterized by contextual complexity that significantly affects its behavior and makes it difficult to understand.
- Has ambiguous and/or changing boundaries.
- Exhibits emergent properties.
*SoSECE’s SoS definition is based on systems theory and the science of cybernetics.
SoSECE is an independent provider of system of systems services to government. SoSECE is:
- An interdisciplinary core team with practical experience
- A focal point in the network of SoS practitioners
- A link between specialized academic research and practical needs
SoSECE provides a spectrum of services tailored to clients that meet their specific SoS challenges.
- Developing SoS Practices - Leading and advancing the practice of SoS management, engineering, and support through coordinated, focused research to build theoretical foundations and adapting such research to provide applied SoS methods and practices.
- Consulting - Responding to specific and unique SoS tasking to assess an existing situation from a SoS perspective and recommending SoS solutions, or shape initiation of new SoS activity, organization, policy, and process. The scope of such projects could fall within the full spectrum of SoS life-cycle from concept inception through disposal.
- Advising - Providing specialized SoS perspectives and recommendations related to a broadly scoped initiative, establishing a SoS, and/or pursing a SoS approach. This includes leading activity in working groups or Integrated Product Teams (IPT) with other government/contractor focal points to provide SoS related perspectives and recommendations. Advising services lead to consulting services when the scope of the client needs move beyond initial recommendations.
- Supporting - Augmenting client’s staffs with SoS subject matter expertise to assist them with SoS issues as an integrated member of their team. This includes activity in working groups or Integrated Product Teams (IPT) with other government/contractor focal points to provide SoS related perspectives and recommendations.
- Education & Training - Providing tailored education and training to expose client personnel to the characteristics of SoS challenges, to describe SoS approaches to complex issues, and to identify the benefits of SoS approaches in dealing with those issues. Education & Training includes the following:
- Disseminating SoSCE information via the SoSECE web site.
- Hosting conferences, leadership forums, and workshops, customized to meet client needs.
- Customizing briefings and education events for target audiences.
SoSECE utilizes a 6-Step service approach to create custom tailored SoS solutions that result from close and continuous collaboration with our clients. These co-created SoS solutions are flexible and scalable, adaptable to resources and schedules, and fully supported throughout their life-cycle. The outcome of our service approach is an integrated SoS that meets or exceeds client needs.

SoSECE is operated from CTC’s Johnstown, Pennsylvania location. However, the SoSECE staff travels to other locations as appropriate, in order to provide SoS services to our clients.
SoSECE organizes an annual System of Systems Engineering Conference. The 1st Annual System of Systems Engineering Conference was held June 13 – 14, 2005, in Johnstown, Pennsylvania. Information about the 2nd Annual System of Systems Engineering Conference will be available soon.
