Vision Statement

To be an internationally recognized, independent, and unbiased resource and focal point for the advancement and application of Systems of Systems research and practice.

Mission Statement

To become the leading advocate and practitioner of the System of Systems discipline; developing and applying System of Systems practices, and educating System of Systems practitioners.

Objectives

Assist clients in identifying and meeting SoS challenges through the application of SoS management and engineering practices; complementing existing or developing new processes and approaches.

SoSECE Charter


  • Develop, demonstrate, and apply methods of System of Systems (SoS) Engineering
  • Develop criteria for deriving metasystem-level metrics of the SoS that support the traditional systems engineering process
  • Identify/customize state-of-the-art analytic and decisional tools for SoS Engineering
  • Collect relevant best practices and lessons learned, and make them available
  • Form an Executive Steering Board comprised of technical experts to advise and guide the System of Systems Engineering Center of Excellence (SoSECE)

Statutory Authority

The purpose of this System of Systems Engineering Center of Excellence (SoSECE) is to provide a focused entity to facilitate the nation’s need to have weapon systems that are truly conceived, developed and integrated as interoperable systems of systems. The center’s main objective is to develop a formal system of systems (SoS) engineering methodology, and to apply this methodology to DoD programs. The methodology will extend traditional systems engineering to address the challenges faced in today’s systems that in reality consist of a complex combination of systems ala a system of systems. This center will improve the DoD interoperability issues by focusing on the organizational/leadership issues along with providing a focal point for the necessary technical solutions. This is especially important in light of the nation’s current war against terrorism, where rapid interoperability is critical, both within U.S. Forces and between U.S. forces and our coalition partners.

SoSECE is operated by Concurrent Technologies Corporation (CTC), a nonprofit organization, in support of the Office of the Under Secretary of Defense for Acquisition, Technology, & Logistics, Defense Systems, Systems and Mission Integration, Joint Force Integration.

SoSECE supports the Office of the Under Secretary of Defense for Acquisition, Technology & Logistics (USD-AT&L), specifically the Deputy Director of Joint Force Integration (JFI).
